Display Energy Certificates For Public Buildings (DEC) & Advisory Reports have been a legal requirement since Oct 2008

Display Energy Certificates (DECs) & Advisory Reports (ARs) are required for public buildings and those occupied by public authorities that have a total floor area > 1,000m2 (GIA) while providing a public service to a large number of people for e.g. a hospital or a school. A DEC shows the energy performance of a building based on actual energy consumption as recorded annually over periods up to the last three years.

There's a penalty of £500 for failing to display a DEC at all times in a prominent place clearly visible to the public and £1,000 for failing to have possession of a valid advisory report. In addition to these penalties, it is still necessary to commission the documents.
